Public views invited on report to UN Human Rights Council (with Annex)

The Government is inviting public views on the section to be prepared by the Hong Kong Special Administrative Region for inclusion in China's report to be submitted to the United Nations Human Rights Council (UNHRC) under its Universal Periodic Review (UPR) mechanism.

The UNHRC is conducting a UPR on the human rights situation of all 192 member states of the UN. It plans to complete the first cycle of the UPR mechanism within four years from the beginning of 2008. The UPR on China is scheduled to take place in February 2009.

A Constitutional and Mainland Affairs Bureau spokesman said today (September 2) that the Central People's Government will submit a report to the UN for the UPR. The report will have a section on the Hong Kong Special Administrative Region.

The Government is seeking public views and suggestions on the Hong Kong section of the report. For this purpose, the Government has prepared a bilingual proposed outline and has made it available to the public and the media. Copies have also been sent relevant organisations.

“To ensure timely submission, we are seeking public comments by September 13, 2008," the spokesman said.

Members of the public who would like to express their views can fax, e-mail or write to the Constitutional and Mainland Affairs Bureau (fax number: 2840 0657; e-mail address: cmabenq@cmab.gov.hk; postal address: 3rd floor, East Wing, Central Government Offices, Lower Albert Road, Hong Kong).

Copies of the proposed outline of the report can be obtained from the Constitutional and Mainland Affairs Bureau and the District Offices of the Home Affairs Department.

The proposed outline is also available on the Constitutional and Mainland Affairs Bureau homepage (www.cmab.gov.hk) on the Internet.

Ends/Tuesday, September 2, 2008
