The Government is inviting public views on the section to be prepared by the Hong Kong Special Administrative Region for inclusion in China's report to be submitted to the United Nations Human Rights Council (UNHRC) under its Universal Periodic Review (UPR) mechanism.
The UNHRC is conducting a UPR on the human rights situation of all 192 member states of the UN. It plans to complete the first cycle of the UPR mechanism within four years from the beginning of 2008. The UPR on China is scheduled to take place in February 2009.
A Constitutional and Mainland Affairs Bureau spokesman said today (September 2) that the Central People's Government will submit a report to the UN for the UPR. The report will have a section on the Hong Kong Special Administrative Region.
The Government is seeking public views and suggestions on the Hong Kong section of the report. For this purpose, the Government has prepared a bilingual proposed outline and has made it available to the public and the media. Copies have also been sent relevant organisations.
“To ensure timely submission, we are seeking public comments by September 13, 2008," the spokesman said.
