Second seminar on constitutional development on Friday

The Constitutional Development Task Force has commissioned the Central Policy Unit to hold the second seminar on constitutional development on Friday (June 11) afternoon.

The seminar aims to provide a forum for participants from different sectors to exchange views on areas which may be considered for amendment in respect of the methods for selecting the Chief Executive (CE) in 2007 and for forming the Legislative Council (LegCo) in 2008 as set out in the Task Force's Third Report.

The seminar will be held at the Hong Kong Convention and Exhibition Centre (New Wing) in Wan Chai. Dr Philemon Choi Yuen-wan, who is also Chairman of the Commission on Youth, has been invited to be the plenary facilitator.

Participants will include mainly LegCo Members, chairmen of the District Councils and their sub-committees, Election Committee (EC) members, the academia, representatives of think tanks, the legal sector, and professional, industrial and commercial sectors.

The task force also welcomes different sectors of the community to submit views and specific proposals on how the two election methods may be amended. Written submissions and proposals should be forwarded to the Task Force secretariat before August 31.

The first seminar was held on May 24. The opening and the reporting sessions of the seminar have been uploaded onto the constitutional development website (http://www.cab-review.gov.hk/).

On the method for selecting the CE, the areas which may be considered for amendment set out in the Third Report include the number of EC members, the composition of the EC, the delineation and size of the EC electorate, and the number of EC members required to nominate candidates for the office of the CE.

As to the method for forming LegCo, the areas which may be considered for amendment include the number of LegCo seats, the number of seats to be returned by geographical constituencies through direct elections, the number of seats to be returned through functional constituencies (FCs), the delineation and size of the FC electorate, and the rules in respect of allowing those with right of abode in foreign countries to be elected as LegCo members.
