     Following is the transcript of remarks by the Under Secretary for Constitutional and Mainland Affairs, Mr Lau Kong-wah, at a media session after meeting with representatives of The Hong Kong Federation of Students tonight (October 7):

Under Secretary for Constitutional and Mainland Affairs: We have the final meeting to prepare for the dialogue between the Government and the students. We have fixed the date on Friday, 4pm. We may have two sessions for the dialogue. The venue of the meeting will be some places around Wan Chai. We will fix it tomorrow with the students. It is an open meeting. The group headed by the Chief Secretary (for Administration), the three people of the group (Task Force on Constitutional Development), will attend the meeting. That is the agreement between both sides.

Reporter: Mr Lau, why have you chosen the two topics that you've mentioned? Can the public attend the meeting?

Under Secretary for Constitutional and Mainland Affairs: We are not preparing for the public to attend the meeting. That is the agreement of both sides. We have proposed two items for the meeting. The first is the constitutional basis of the constitutional development. That is the first item. The second item is the legal requirement of the constitutional development. These are the two items. The students also reflected that they hope that the Government will respond to the views of the people in Hong Kong and also (the views) the students have raised so far.

Reporter: Mr Lau, is the Government going to clear any site before the meetings end?

Under Secretary for Constitutional and Mainland Affairs: We didn't talk about this issue.
