     The Government is inviting public views on the section to be prepared by the Hong Kong Special Administrative Region for inclusion in China's report to be submitted to the United Nations Human Rights Council (UNHRC) under its Universal Periodic Review (UPR) mechanism.

     The UNHRC has been conducting its second UPR on the human rights situation of member states of the United Nations (UN) since 2012. The second UPR on China is scheduled to take place in October 2013.

     A Constitutional and Mainland Affairs Bureau spokesman said today (February 1) that the Central People's Government will submit a report to the UN for the UPR. The report will have a section on the Hong Kong Special Administrative Region.

     The Government is seeking public views and suggestions on the Hong Kong section of the report. For this purpose, the Government has prepared a bilingual outline and has made it available to the public and the media. Copies have also been sent to relevant organisations.

     "To ensure timely submission of the report to the Central People's Government, public comments should reach the Bureau by March 8, 2013," the spokesman said.

     Copies of the outline of the report can be obtained from the Constitutional and Mainland Affairs Bureau and the Public Enquiry Service Centres under the Home Affairs Department.
