Election Expense Limit for the Chief Executive Election to be published in the Gazette

The Maximum Amount of Election Expenses (Chief Executive Election) Regulation will be published in the Gazette tomorrow (November 9).

Made by the Chief Executive in Council under section 45 of the Elections (Corrupt and Illegal Conduct) Ordinance (Cap. 554), the Maximum Amount of Election Expenses (Chief Executive Election) Regulation prescribes $9.5 million as the election expense limit for the Chief Executive election.

"The election expense limit is set at a level to enable candidates for the Chief Executive to deploy sufficient resources to publicise themselves and their election platform to the public at large," a spokesman of the Constitutional Affairs Bureau said today (November 8).

"This is only a ceiling. A candidate has complete discretion to decide on the amount and types of election expenses insofar as he does not spend in excess of the prescribed election expense limit," the spokesman continued.

"The Regulation is made after discussion with the Legislative Council Panel on Constitutional Affairs," the spokesman added.

The Regulation will be tabled in the Legislative Council on November 14, 2001 for negative vetting.
