Establishment of Advisory Committee on Post-Office Employment for Principal Officials under Accountability System

The Government announced today (April 15) the establishment of the Advisory Committee on Post-Office Employment for Principal Officials under the Accountability System.

The Advisory Committee has been set up pursuant to the Code for Principal Officials under the Accountability System, which provides that within one year after stepping down from office Principal Officials shall seek the advice of a committee appointed for this purpose by the Chief Executive before commencing any employment, becoming a director or a partner in any business or profession, or starting any business or profession on his own account or with others.

The terms of reference of the Advisory Committee are:

(a) to draw up the principles and criteria to be adopted for the purpose of advising former Principal Officials under the accountability system on their post-office employment or appointment; and

(b) on the basis of the principles and criteria adopted, to consider and advise former Principal Officials on post-office employment or appointment.

The Acting Chief Executive has appointed the Honourable Mr Justice Pang Kin-kee, Judge of the Court of First Instance of the High Court, as the Chairman of the Advisory Committee, with Professor Lee Chack-fan, Pro-Vice-Chancellor of the University of Hong Kong, and Mr Henry Fan Hung-ling, Managing Director of Citic Pacific Ltd, as members. The appointment is for two years beginning today (April 15, 2005).

We are confident that they will act in a professional manner and will work in the interest of the community," a government spokesman said.
