Following is the transcript (English portion) of a stand-up briefing given by the Secretary for Constitutional Affairs, Mr Stephen Lam, after officiating at the 2004 Voter Registration Campaign Opening Ceremony this afternoon (April 3):
SCA: We have taken note of the latest report issued by the US Government about Hong Kong. We also noted that the State Department's spokesman has issued a commentary. So far as we are concerned, Hong Kong's constitutional development is a matter which falls within part of the internal affairs of our country. It is also something for the Central Authorities and the Hong Kong Special Administrative Region to deal with in accordance with the Basic Law. We hope that the US Government will continue to respect this principle and will not interfere with our internal affairs. (Please also refer to the Chinese portion of the transcript.)
