以国家为单位参加的政府间国际组织

这些组织的正式成员必须是主权国。按照《基本法》第152条的规定，香港特区政府可派遣代表作为中华人民共和国代表团成员或以中央人民政府和有关组织所允许的身份参加有关活动。相关例子如下：
