Government's Statement on UKG's Response to the FAC Report

In response to media enquiries on the UK Government's Response to the Foreign Affairs Committee's Report, a Government spokesman said today (February 1), "The Government of the Hong Kong Special Administrative Region (HKSAR) is fully committed to the principle of 'One Country, Two Systems' and the full and faithful implementation of the Basic Law."

On democratic developments, the spokesman said that the Basic Law has established the principle of gradual and orderly progress and provides Hong Kong with ten years from 1997 during which we can strengthen the foundation of our political structure and accumulate experience before taking any further steps.

"It is important that the HKSAR should act in accordance with the principle and timetable set out in the Basic Law," he said.

"Hong Kong's press freedom, freedom of speech and of publication are protected by the Basic Law. We are committed to the protection of these freedoms which are vital to Hong Kong's success," the spokesman added.

On rendition arrangements, the spokesman said: "The HKSAR Government recognises the importance of the subject. This is a matter for the Mainland and HKSAR authorities to deal with having regard to relevant provisions in the Basic Law. Our discussions with the Mainland authorities are continuing."
