Expenses limit raised for Chief Executive election

The Chief Executive in Council has made the Maximum Amount of Election Expenses (Chief Executive Election) (Amendment) Regulation 2016 under section 45 of the Elections (Corrupt and Illegal Conduct) Ordinance (Cap. 554) yesterday (February 16) to increase the election expenses limit (EEL) for the Chief Executive election. The subsidiary legislation will be published in the Gazette on February 19.

A government spokesman said today (February 17) that after the above subsidiary legislation has come into effect, the EEL for the Chief Executive election will be increased from $13 million to $15.7 million starting from the fifth-term Chief Executive election in March 2017.

"The adjustment of the EEL has taken into account the estimated cumulative inflation rate from 2012 to 2017 (i.e. 19 per cent), as well as the changes in rental levels since the last review exercise," the spokesman said.

The subsidiary legislation will be tabled at the Legislative Council on February 24 for negative vetting.
