Following is the transcript (English portion) of the answer given by the Secretary for Constitutional and Mainland Affairs, Mr Stephen Lam, to a media question after attending the "Constitutional Reform in Hong Kong: where do we go?" forum organised by the Hong Kong Institute of Asia-Pacific Studies of the Chinese University of Hong Kong today (February 12):
Reporter: Some 60% of the people think that the proposal is not good enough and that there is still room for improvement. What will the Government do?
Secretary for Constitutional and Mainland Affairs: I would say that according to opinion polls conducted by various universities and think tanks, there are more than half of the Hong Kong public who consider that the proposals put forth in the 2012 constitutional development consultation document to be acceptable and to be worthy of their support. And, therefore, this provides a good basis for us to move forward. We are nearing the end of the three-month consultation period and from what we can see as a government, various political parties, including the pan-democratic parties and the pro-establishment parties, really want Hong Kong to move forward in democratic terms in 2012. I also believe that this overall direction is consistent with the wishes of Hong Kong people, and therefore in the days and weeks ahead, we will be very diligently consolidating the views received and we will see what measures we can take to improve on the package already proposed.
