Photo shows the Secretary for Constitutional and Mainland Affairs, Mr Stephen Lam, speaking at a prize-giving ceremony of two Basic Law-themed competitions organised by the Kowloon Federation of Associations this (January 10) afternoon. Mr Lam took the opportunity to urge the public to give their views on the methods for selecting the Chief Executive and for forming the Legislative Council in 2012 before the public consultation period ends on February 19.
