Following is the transcript of the remarks (English portion) given by the Secretary for Constitutional and Mainland Affairs, Mr Stephen Lam, to the media after attending a luncheon organised by the Chinese General Chamber of Commerce on the public consultation on the 2012 electoral methods this (December 7) afternoon:
Secretary for Constitutional and Mainland Affairs: I am very pleased that we have this opportunity to address the members and directors of the Chinese General Chamber of Commerce. The participants today welcomed the publication of the consultation document on the 2012 constitutional reforms. They also recognised that it is important for Hong Kong to move forward in 2012 on attaining further democratic progress. This would pave the way for attaining universal suffrage in 2017 for the Chief Executive and in 2020 for implementing universal suffrage for returning all members of the Legislative Council. They also recognised that the proposals to make good use of elected District Councillors to return more Election Committee members and more Legislative Councillors contain a distinct element of democratic progress. So they reminded the Hong Kong Government to continue in our efforts to promote the consultation document among different sectors and among Hong Kong society in general.
