SCMA officiates at the launching ceremony of a Basic Law carnival (with photos)

The Secretary for Constitutional and Mainland Affairs, Mr Stephen Lam, officiated at the launching ceremony of a Basic Law carnival today (February 21). Speaking at the ceremony, Mr Lam said the constitutional document for Hong Kong had helped implement the basic policies of "One Country, Two Systems", "Hong Kong people ruling Hong Kong" and "a high degree of autonomy" in the Hong Kong Special Administrative Region (HKSAR), and had provided a firm foundation for the SAR's long-term development. Apart from guaranteeing Hong Kong people's rights and freedoms, the Basic Law also provided for the implementation of universal suffrage in Hong Kong, he said. On the financial and monetary front, Hong Kong had its own foreign exchange reserves and could formulate its own monetary policies and legislation so that it could face up to the challenges brought by the financial tsunami, Mr Lam added. Also, the Basic Law had enabled Hong Kong to enter into Closer Economic Partnership Arrangement (CEPA) with the Central Authorities, giving the SAR more room for development, Mr Lam said. Hong Kong could also retain its status in certain international organisation such as the World Trade Organisation. The carnival was held at the Kowloon Park Piazza in Tsim Sha Tsui this afternoon. Jointly organised by the Constitutional and Mainland Affairs Bureau and the Education Bureau, the carnival aimed to enhance the public's knowledge and understanding of the Basic Law through interactive games and thematic game booths. The Constitutional and Mainland Affairs Bureau and the Education Bureau held a carnival to promote the Basic Law at the Kowloon Park Piazza, Tsim Sha Tsui this (February 21) afternoon.
