SCA's response to "Democrats' willingness to communicate with Central Government"

Following is the transcript of a stand-up briefing by the Secretary for Constitutional Affairs, Mr Stephen Lam, when attending the constitutional development seminar at the Hong Kong Convention and Exhibition Centre this afternoon (June 11):
Reporter: What do you think about the Democrats' suggestion of toning down their stance in exchange for communication with the Central Government? What does Tung mean when more concrete measures must be done by the Democratic Party? Could you elaborate on that?
SCA: I think it is essential that in rolling forward the issue of constitutional development, we should have participation by all political parties concerned, both within the Legislative Council and outside the Legislative Council. It is part of the provision of the annexes of the Basic Law that we would require up to two-thirds majority support in the Legislative Council for any scheme to be taken forward. So, the participation by different political parties today in our seminar is a welcome development. Thank you.
