- Co-ordinate strategies and efforts on HKSAR's co-operation with Pan Pearl River Delta region, Beijing, Shanghai, Fujian, Sichuan, Hubei and Chongqing, including providing secretariat support for the relevant regional cooperation conferences and HKSAR's co-operation with other Mainland provinces/autonomous regions/municipalities (except Guangdong)
- Oversee HKSAR’s co-operation with the Mainland authorities in implementing policies and measures to facilitate Hong Kong people studying, working and living in the Mainland
- Provide secretariat support for the Steering Group on Integration into National Development
