- Advise on liaison with the CPG, co-ordinate action taken by the HKSAR Government to complement the National Five-Year Plans
- Oversee the legislative amendments and policy matters relating to national flag, national emblem, national anthem, regional flag and regional emblem
- Co-ordinate the promotion of the Basic Law and provide secretariat support for the Basic Law Promotion Steering Committee
