Method for Selecting the Chief Executive

The Number of Members of the Election Committee

  • Participants agreed that there was room for increase in the number of Election Committee members. The representativeness of various sectors should also be enhanced.

  • Participants also agreed that the number of Election Committee members should be increased in a gradual and orderly manner.

The Composition of the Election Committee

  • A participant said that in the long run, all proposals should progress towards the ultimate goal of universal suffrage and shorten the distance that lead up to it since the Basic Law had such a provision. This should be our guiding principle.

  • New subsectors proposed by participants included Mutual aid committees, student organizations and youths.

  • Another participant suggested that the Election Committee could be turned into a "nomination committee", and the candidates nominated had to go through an election.

The Number of Members Required for Nominating Candidates

  • A participant considered that the number of subscribers required could be reduced to 50.

  • Another participant opined that an upper limit should be set so that more candidates could be nominated.

  • A participant put forward a method of "evenly distributed nominations", i.e. a candidate had to obtain a certain number of nominations from each sector before he could take part in the election.

  • A participant was of the view that the nomination committee and election committee should be composed of two different groups of people.

The Delineation and Size of the Electorate of the Election Committee

  • The majority of participants supported that individual voting should be increased and corporate voting should be reduced.

  • A participant considered that the principle of "one person one vote" should be upheld, and corporate voting should be abolished as far as possible.

Method for Forming the Legislative Council

The Number of Seats in the Legislative Council

  • Many participants thought that, since the direction of constitutional development should progress towards universal suffrage, seats returned by functional constituencies should not be increased. As a result, the total number of seats in the Legislative Council should not be increased either. However, some other participants considered that the number of seats could be increased.

The Number of Seats Returned by Geographical Constituencies

  • A participant suggested that the bigger geographical constituencies be sub-divided with a view to nurturing more political talents.

  • Quite a number of participants expressed the view that the number of seats returned by geographical constituencies should not be increased rapidly because of a lack of political talents.

The Number of Seats Returned by Functional Constituencies

  • The majority of participants took the view that the number of seats returned by functional constituencies should not be increased having regard to the fact that forming the Legislative Council by universal suffrage was the ultimate goal.

The Delineation and Size of the Electorate of Legislative Council Functional Constituencies

  • All participants agreed that the size of the electorate of functional constituencies could be enlarged.

  • Participants also supported replacement of corporate voting by individual voting.

Provisions regarding Nationality of Legislative Council Members

  • Some participants considered that, in the long run, the allowance for people with foreign nationality to serve as Legislative Council Members should be tightened rather than relaxed. This would help shorten the distance in the lead up to universal suffrage.

  • Other participants were of the view that people with foreign nationality should be allowed to serve as Legislative Council Members because Hong Kong is an international city.

  • A participant said that the power of introducing bills by Legislative Council Members should be enhanced.
