Method for Selecting the Chief Executive

The Number of Members of the Election Committee

  • Participants supported an increase in the number of Election Committee members. More of them were in favour of an increase to 1 600 so as to strengthen the voices of different sectors.

  • A participant considered that there should be a popular election. This will enhance the legitimacy and representativeness of the Chief Executive, and reduce resistance in implementing policies. It would also pave the way for universal suffrage in future.

The Composition of the Election Committee

  • A participant proposed that new subsectors should be introduced in the Election Committee, such as women, elderly, grassroot, rural committees, entertainment industry, mutual aid committees and owners' corporations, etc.

  • A participant considered that the quality of Election Committee members was important. For example, he should have legitimacy; he should also have the responsibility to educate the electorate of his subsectors.

  • A participant was of the view that there should not be too many subsectors, otherwise this might turn into political decisions and struggles amongst different sectors in the community. He suggested that the Election Committee members be selected by drawing lots in random so as to avoid polarizing the community.

  • A participant proposed to include District Council members in the Election Committee because they have popular mandate.

The Number of Members Required for Nominating Candidates

  • Participants' views were diverse. A participant was of the view that the number of subscribers should be increased to one-fourth of the total Election Committee membership. However, there was another view suggesting that an increase to 150 subscribers would suffice. Another participant further proposed to lower the threshold and maintain the number of subscribers required at 100 in order to attract more candidates to run for the election.

  • A participant was of the view that a candidate should have cross-sector support to enhance his legitimacy and representativeness. Another participant held a different view and considered that the work of the future Chief Executive would, as now, be subject to the scrutiny. The requirement for cross-sector support would reduce the incentive of some prospective candidates to run for the election.

Method for Forming the Legislative Council

The Number of Seats in the Legislative Council

  • There was no consensus reached. A participant supported maintaining the current number of seats, while another participant suggested an increase to 70.

The Number of Seats Returned by Geographical Constituencies

  • A participant suggested that 5 seats be added.

The Number of Seats Returned by Functional Constituencies

  • A participant suggested that 5 seats be added.

  • A participant proposed to include new constituencies such as Chinese medicine, entertainment industry, owners' corporations, mutual aid committees, elderly, women and students.

Delineation and Size of the Electorate of Legislative Council Functional Constituencies

  • A participant considered that in principle the electorate should be broadened and agreed to replace corporate voting with individual voting to enhance representativeness and participation.

Provisions regarding Nationality of Legislative Council Members

  • More participants were of the view that the Legislative Council Members should not be foreign passport holders so as to demonstrate their loyalty to the nation and to Hong Kong. Another participant considered that the current provision could be maintained.

  • A participant was of the view that, due to historical reasons, many Hong Kong people were BNO passport holders; BNO passport should not be regarded as a foreign passport.

Others

  • A participant was of the view that, in the long run, functional constituencies should be abolished.
