Transcript of SCA's briefing

The following is the transcript of a standup briefing by the Secretary for Constitutional Affairs, Mr Stephen Lam, after attending a Christian forum on the proposed constitutional reform package organised by Shatin Baptist Church today (November 27)(English portion):

Reporter: It is the first time you discussed the issue with the Christian and Catholic groups. How will you be dealing with the outcome?

SCA: On previous occasions, I have taken part in fellowship meetings with different Protestant churches, and this is not the first time I addressed a Christian audience on the question of constitutional development. But today's gathering is the largest of its kind in recent months. I have come today as a fellow believer to share with members of the church certain aspects of constitutional development. And of course it is entirely up to individual church members what views they take about the proposals that we have put forth for constitutional development in 2007 and 2008.

Reporter: Is that to become more politicised affecting Hong Kong's competitiveness?

SCA: I would say that Hong Kong is a very mature society. I would also say that Hong Kong people are entirely able to express their views freely, openly and calmly. Therefore, I would look forward to a reasoned and sensible decision being made in December on the package of proposals being put forth for 2007/08 constitutional development. Hong Kong people are very civic-minded and they are able to deal with social, economic and political issues very calmly.
