Transcript of CS's remarks at HK-Guangdong Business Seminar

Following are the English remarks made by the Chief Secretary for Administration, Mr Donald Tsang, at a media stand up session today (Oct 26, UK time) after the 'Hong Kong-Guangdong Business Seminar in London 2004':

Chief Secretary: It's been a very good opportunity to explain the rapid recovery of Hong Kong and it is growing at a very impressive rate of 7. 5% this year and the opportunity of Hong Kong continuing to offer the businessmen in the United Kingdom to invest through Hong Kong into the Mainland of China, capturing and leveraging on Hong Kong's strength, with Hong Kong's financial infrastructure, as a logistics centre and our legal underpinning. I am sure what is happening in the Southern China with HK as a service provides enormous opportunities for possible and potential investors in the United Kingdom.

Reporter: Yesterday at Chatham House, you were discussing with somebody that you are chairing a report next year on political reform including the way which the Chief Executive is chosen, and the possible enlargement to elected seats to the Legco, could you give some more details on this?

Chief Secretary: The Task Force of Constitutional Development have already made 3 reports and we have completed a phase of consultation. We have collated quite a large volume of people's views on the way forward. We are going to publish our Fourth Report with a summary of good views. Following the consultation, we hope we are going to have a consensus on the way forward emerging and on that basis we are going to seek a formulation of our strategy and legislation.
