Following is the transcript (English portion) of a media session by the Chief Secretary for Administration, Mr Donald Tsang, after casting his vote in the 2004 Legislative Council election at the German Swiss International School this (September 12) morning:

Chief Secretary: I am sure that each and every voter in Hong Kong will cast their votes judiciously. Each and every voter is important. Not only that it will help us to choose a candidate of our choice sharing our own belief, but it will also help us to influence the way in which the future Legislative Council will safeguard the overall interests of Hong Kong.

We all know that in the economic, social and political development of Hong Kong, Legislative Councillors play a very important role and they have a dual duty. A duty not only to exercise checks and balances on the way in which the Administration governs Hong Kong, they also have a duty to help the Administration to achieve effective governance.

Today's elections mark a very important milestone. We have the largest number of candidates participating in the election and each and every seat of Legislative Council will be determined by election - half of the seats will come from direct election. I am sure this symbolises Hong Kong society becoming more open and more people are participating in the governing of it. Thank you.
