Executive Council member's transcript on Policy Address

Following is the transcript (English portion) of remarks by Executive Council member Mr Leung Chun-ying at a media session at the Legislative Council Chamber today (January 7):

Reporter: Mr Leung, has Mr Tung answered people's demand for democracy?

Mr Leung: I believe this is a very balanced Policy Address. It has addressed the main livelihood issues, including employment, economic development, both opportunities and challenges laid ahead of us. It also addressed the questions of education, including structure, system, and quality of education in HK; as well as the matters relating to workforce, employment, unemployment and re-employment. And, of course, the Chief Executive has also appointed a task force to look into the picture and the way ahead of the constitutional development.

Reporter: the people's demand for democracy......

Mr Leung: What the Chief Executive set out this afternoon in his Policy Address is a very important first step towards any constitutional development in the years ahead. And this is to fully understand the principles, particularly the legal procedures already laid down in the Basic Law. And, of course, everything we do, including any move we make in the years ahead in terms of constitutional development, and any changes of political structure, have to be in tune with the provisions of the Basic Law.
