以國家為單位參加的政府間國際組織

這些組織的正式成員必須是主權國。按照《基本法》第152條的規定，香港特區政府可派遣代表作為中華人民共和國代表團成員或以中央人民政府和有關組織所允許的身份參加有關活動。
