The Secretary for Constitutional and Mainland Affairs, Mr Raymond Tam (fourth left), attends a seminar on the second round of consultation on constitutional development organised by the Hong Kong Chinese People''s Political Consultative Conference (HKCPPCC) (Provincial) Members Association this morning (February 27) and introduces to the participants the "Consultation Document on the Method for Selecting the Chief Executive by Universal Suffrage".
