Report on HKSAR submitted to UN under Convention against Torture available to public

     The Third Report of the Hong Kong Special Administrative Region (HKSAR) under the Convention Against Torture and other Cruel, Inhuman and Degrading Treatment or Punishment (CAT) is now available online.

     "The report sets out the progress of the implementation of the CAT in the HKSAR since the HKSAR's submission of the previous report to the United Nations Committee Against Torture in February 2006. It also responds to the concluding observations of the Committee after its hearing on the previous report in November 2008," a Government spokesman said today (February 23).

     "In preparing the report, the Government has taken into account the comments and views received from Legislative Council (LegCo) Members and members of the community during the public consultation on the proposed outline of the report from June to July 2012," he said.

     In line with established practice, the report will be examined by the United Nations Committee Against Torture at a future hearing, the exact date of which is to be fixed.

     The report will be made available to stakeholders, including LegCo Members, members of the Human Rights Forum and Children's Rights Forum, and relevant non-government organisations.

     The full text of the report, in Chinese and English, is available on the website of the Constitutional and Mainland Affairs Bureau (www.cmab.gov.hk/en/press/reports_human.htm).

     Copies of the report will also be available at the Public Enquiry Service Centres of District Offices.
