Multilateral Treaties applicable to HKSAR

Article 153 of the Basic Law provides that international agreements to which the PRC is not a party but which were implemented in Hong Kong before July 1997 may continue to be implemented in the HKSAR. The same article also provides that the application to the HKSAR of international agreements to which the PRC is or becomes a party shall be decided by the CPG, in accordance with the circumstances and needs of the HKSAR, and after seeking the views of the HKSARG.

Some 200 multilateral treaties are applicable to the HKSAR, more than 70 of which do not apply to the Mainland. This shows the unique position of Hong Kong as a highly autonomous Special Administrative Region of the PRC, and the realisation of the "One Country, Two Systems" principle.
