Intergovernmental organisations not limited to states

The majority of these organisations are to enhance cooperation among governments on certain subject matters, and are primarily open to government administrations. Examples include associations of customs and excise, and many regional organisations. In accordance with Article 152 of the Basic Law, the HKSAR may participate in these organizations using the name "Hong Kong, China".

Intergovernmental organisations that allow non-governmental bodies or individuals to participate as observers are also grouped under this category.
